Equity work is at a crossroads.

Across the country, organizations are quietly stepping back from public equity commitments. Political pressure, culture fatigue, and fear of controversy have led many institutions to soften language, rebrand initiatives, or abandon the work altogether. But stepping away from equity does not eliminate inequity. It only deepens distrust, weakens systems, and increases long-term risk.

 

The 4Ps Equity Framework™ is a strategic model designed to help organizations move beyond statements and embed equity into the structures that shape decision-making, leadership, and outcomes.

Developed by Nasra Wehelie, this framework integrates lived experience, governance expertise, and systems thinking to ensure equity is disciplined, measurable, and sustainable. As a member of the Madison Common Council and through service on numerous boards and civic committees across Dane County, Nasra has operated inside governance systems where equity debates are real, public, and consequential. She has engaged in policy development, racial equity workgroups, and community accountability processes. She understands firsthand how equity conversations unfold in boardrooms, council chambers, and community forums.

Level 1: Equity Foundation — Clarify, Assess, and Align

Best for organizations beginning or recalibrating their equity work.

We conduct a structured assessment across Purpose, People, Policy, and Performance to identify systemic gaps, strengths, and risks. Through surveys, interviews, policy review, and stakeholder input, we provide a clear picture of your current state. Deliverables include a 4Ps Equity Heat Map & Scorecard, a summary findings report, and a facilitated leadership session to define priority actions. This level provides clarity and a data-informed foundation for action.

 

Level 2: Equity Strategy & Systems Alignment — Design and Embed

Best for organizations ready to move from assessment to implementation.

We translate equity commitments into operational systems, policies, and measurable goals. This includes strategic planning through an equity lens, policy alignment, inclusive decision-making practices, and leadership coaching.

Deliverables include an Equity-Centered Strategic Roadmap, governance and policy recommendations, stakeholder engagement facilitation, and defined equity performance indicators. The focus is on embedding equity into everyday operations.

 

Level 3: Equity Leadership Partnership — Sustain and Strengthen

Best for institutions seeking long-term transformation.

This engagement includes Levels 1 and 2 plus ongoing advisory support over 6–12 months. We partner with executive teams and boards to guide implementation, track progress, refine strategy, and strengthen accountability.

Services include executive coaching, governance advice, change management support, progress dashboards, and community engagement refinement. This level ensures equity work remains measurable, sustainable, and integrated into leadership culture.
